Merri-bek City Council requires all participants and organisations to hold a current Public Liability Insurance policy with a minimum cover of $20 million.

Applicants must provide a current Certificate of Currency with their EOI submission. If the certificate expires before the event date, successful stallholders will be required to submit a renewed Certificate of Currency prior to the event.

Successful applicants who do not have their own Public Liability Insurance Cover, are eligible to receive cover under Merri-bek's City Council's Community Liability Cover.

Powered Food & Beverage Site (3m x 3m Space) - $230.50 inc GST 

Unpowered Food & Beverage Site (3m x 3m Space) - $135.50 inc GST

Community Stall or Activation site fee - No charge

In Victoria, a Working with Children Check (WWCC) may be required for people undertaking child-related work. This generally applies where a person has direct contact with, or responsibility for, children as part of their role.

Please review your proposed activities and consider whether any members of your team require a WWCC. Further information is available from the Victorian Government: https://www.vic.gov.au/do-i-need-check

For stallholders, a WWCC is generally not required where staff or volunteers are only selling products or providing services and any interaction with children is incidental to those activities. However, a WWCC may be required if staff or volunteers are delivering activities specifically for children or have a direct role working with children as part of the event.

Hire Requirements

All stallholders must operate from a marquee unless trading from a self-contained food truck or trailer. Marquee and furniture hire packages are available for stallholders who are unable to provide their own equipment.

Hire package fees include marquee weights, delivery, installation and pack-down. Details of available hire packages and costs can be found in the application form.

Invoices for hire items will be issued prior to the event and must be paid in full before the event date.

Package 1: 

  • 1 x 3x3m marquee 

  • 1 x trestle table

  • 2 x chairs 

Cost: $335.50 inc GST


Package 2: 

  • 1 x 3x6m marquee

  • 1 x trestle table

  • 2 x chairs 

Cost: $579.70 inc GST


Package 3:

  • 1 x trestle table

  • 2 x chairs 

Cost: $29.70 inc GST

Stallholder Setup Requirements 


If you intend to supply your own marquee, stallholders must ensure the following: 

Site Boundaries and Access:

  • Stallholders must only operate within their allocated space (e.g. 3x3m or 3x6m marquee or assigned food truck/trailer footprint). 

  • Shared paths and areas outside the allocated site must remain clear and unobstructed at all times. This includes A-frame signs, stock, equipment and personal belongings.

Food stalls:

  • Food stalls' marquee must have three walls, or two walls if using gas appliances. 

  • All electrical equipment must be tested and tagged by a suitably qualified person before being brought onsite. 

  • All stalls will be inspected for safety and compliance before trading begins. 

  • Stalls that do not meet event or safety requirements may not be permitted to operate.

Marquees:

  • All marquees must be event-grade structures and be accompanied by a valid Form 126A Engineering Certificate.

  • Stallholders using a marquee must ensure it is adequately weighted at all times.

  • Pegging into the ground is not permitted anywhere onsite. 

Weights:

All marquees must be securely weighted at all times. 

Weights must be evenly distributed across all legs. Minimum requirements:

  • 3 x 3m marquee (4 legs): 40 kg per leg |160kg total

  • 3 x 6m marquee (6 legs): 65 kg per leg |390kg total

For reference, a marquee weighted at 65kg per leg has an approximate wind rating of:

  • 69.26 km/h for a 3m x 3m marquee

  • 48.89 km/h for a 3m x 6m marquee

Please note that wind ratings are indicative only and may vary depending on marquee design, site conditions, installation quality, and whether sidewalls are fitted.

Event organisers may require marquees to be lowered or removed if weather conditions present a safety risk.

Terms and Conditions

  • Merri-bek City Council reserves the right to refuse incomplete applications.

  • The submission of this application does not guarantee inclusion in the Fawkner Festa program.Festivals Merri-bek will have the final decision on the program.

  • All successful applicants are required to complete an online induction before the event.

  • All successful applicants are required to have appropriate and current insurances.

  • Merri-bek City Council maintains high levels of site occupational health and safety. It is the responsibility of the participant or stallholder to undertake their activity in a safe manner and to put in place any regulatory requirements to achieve this.

  • Allocation of stall sites will be at the sole discretion of Merri-bek City Council and no guarantee of site location can be made.

  • All fees must be paid in full before the event date.

  • All electrical items including electrical leads must have a current inspection tag that is within 12 months of the event date.

  • Stallholders must remain on site for the duration of the event. There is no early pack up at this event.
